Hi, I have no idea why but my CPU just seems to randomly drop to 800Mhz when gaming or even just sitting watching YouTube videos (like I am now).

 

Below is my Task manager which shows barely any CPU usage.

It doesn't appear to be Thermal Throttling, it appears to just stop. My system is Windows 10 Pro, updated to most recent with a genuine license. The Speed goes to 3.99 then drops to 1Ghz, back to 3.99 then down to 0.79 and stays there, occasionally getting up to the 3.99 and staying.

I'm unable to update the BIOS due to an issue with MSI software where it just says the file is corrupt despite downloading it directly from the website..

 

Any help on this would be appreciated because it's becoming a royal pan.

Disable C states and EIST in bios if you want to keep your CPU speed and voltage same throughout.

Do you have windows power plan set to high performance?

your temps are fine so its not thermal throttling

Yeah. everything set to maximum on it.

Every intel CPU since 2000 comes with speedstep and C states.

I pulled out the CMOS & it reset the bios, went in & it was saying CPU speed 100.00x8=800, I disabled C States & EIST. CPU bade clock MHz shows as 100.00 & CPU settings shows Adjusted CPU freq as 4000MHz whilst ring shows as 4100.

Under MISC settings within the CPU I disabled EIST again & Enhanced Turbo, leaving just Intel Turbo Boost. 
everything seems ok for now, however the issues sometimes goes away after a solid reset via Cable out & PSU turned off so I'll monitor and reply back if it happens again. 
 

windows already runs in high power.
