So I recently purchased the Zotac RTX 2070 MINI, and have installed it to my PC. When running games I do not get as high of frames as I would of liked. For example, GTA V on full settings, I get max 60 FPS. My CPU is a i7 2600. I am slightly concerned that this is an issue to do with bottlenecking, and my CPU limited my GPU's power.

 

I have tried a Driver Reinstall.

 

I was also wondering if an i5 9400F would be sufficient to allow the 2070 to work to it's full potential, or an i5 9600KF.

What do your temps look like? What resolution are you playing at?

 

I'd advise against a current-gen i5, and rather waiting for Intel's new offerings or going with a Ryzen 5, as by the time you will be next upgrading your GPU in a few years, a 6C/6T i5 will be struggling to keep up, as it is already in some CPU intensive titles with GPUs such as the 2080 Ti.

80C is pretty high, especially for a i7-2600 non-K. Do you have at least decent airflow in your case, and have you tried cleaning it? Dust can gunk up heatsinks and therefore increasing your temperatures. This could also be a factor when it comes to what you've mentioned about your PC shutting down (another one being a faulty/inadequate PSU).

 

I'd recommend a Ryzen 3600, or a 2600 (if the 3600 doesn't fit your budget) with a good B450 board such as MSI's Tomahawk or Gaming Plus (look for the "Max" versions of these boards, especially if you go for 3rd gen Ryzen, as these boards come with the latest BIOS out of the box, therefore are ready for Ryzen 3000). This will also allow you to upgrade later on to something like an 8 core 3700X or even a 12 core 3900X.

I purchased a new cooler for my CPU, and if I notice that doesn't fix anything then I will buy a new PSU.

 

Would you be able to recommend a good motherboard and CPU that fits in a £300 price range?

A ryzen 5 3600 and b450 tomahawk board would be a huge upgrade for you. I run gta v on a 3600 with a rx580 and stay above 60fps all the time on medium settings
