Get a contact electronic spray, get close and spray it till it's gone.

Something like this.

Alcohol (as a solvent, not internally) + dental floss (of non-fibrous kind preferably so you wouldn't accidentally catch the pins) + lotta patience.

Also you can probably just soak it in alcohol (just above the pins, not to drench the IHS too although it's harmless) and let time to dissolve TIM.

A standard toothpick would do most of the work.

And I recommend a magnifying glass too.

91% Isopropyl alcohol and toothpicks. Dip a toothpick in the alcohol and carefully push paste to the edge. Its doable, just use no force. All weight from the toothpicks. Have to be very patient. Use compressed air to push away any remnants.

will it work too? i heard that low alcohol content such as 60% has water in it and can kill the cpu

Which is why higher % is recommended. Its more alcohol based which will evaporate better. Its doable but depends on how safe you chose to play it. I'd suggest 91% although there are people who do it with lower levels and have no issues.

You can just make sure you don’t drink too much of it otherwise you may not have steady enough hands to clean that cpu ?

Lower percent alcohol solution will just evaporate longer, you can't damage the CPU neither with water nor alcohol solution, just make sure it dried off before installing it.
