At $400 you're pretty much limited to 5700XT or 2060 Super unless you find a deal on a used 2070 or 2070 Super. Which 5700XT did you get and what issues did you have? Because between it and the 2060 Super the 5700XT seems like a no brainer to me unless you absolutely need ray tracing capability or something.

Dissapointed you how exactly (Performance, drivers, noise)?

 

If you need something faster, you'll have to buy a 2080(S) or higher, not many other options.

high temp, pc freezes and only way to get out of it is restart and then it overheat again and again also seems like all what people said about AMD drivers is right, they suck. i'm not searching for something faster, i'm searching for something that will be enough to run the games i mentioned at decent FPS without any freezes

ray tracing is shit, my 5700XT is red dragon and it overheating, the fans not spinning at the right time to cool down and then pc freezes

my old R9 270X reach 29C max on idle, but the new 5700XT reach 50C and even more at idle

Are you sure your case provides enough airflow and nothing is blocking the vents? Do you have the latest drivers installed? I'd try a custom fan curve, see if that helps with temps.

 

Otherwise as @MediumRareMasterRace said, you're probably looking at a 2060S, which should be within your budget and should perform almost the same (slightly slower). Otherwise you want an 2070(S) but they'll be over budget.

Sounds like issues with that particular 5700XT. The 5700XT should be more than enough for 1080p 144Hz with no issues.  For $400 it's the best option.

yes my case provides enough airflow, it has 6 fans at same RPM 3 for intake and 3 for exhaust, lastest driver installed, and even tried custom fan curve the fans sometimes not spinning at all when at full load

i mean 25 years ago people said shadows were shit. and a waste of resources. now look at what games would look like without them. battlefield 5 at about 100fps ultra @ 1440p with RTX on look amazing on my system.. but hey im someone with the hardware to run it so what does my opinion matter..

 

nut back on topic. an overheating card is most likely just a fault model. and or a case with lack of air flow. try a more reputable brand.

well at idle, almost all newer cards have a Zero RPM mode where they won't spin until a certain temperature, usually 60c. Reason being is that fans are the most common points of failure for RMAs so its a way to minimize the risk.

Red Dragon is a solid card and if you have decent airflow, that is definitely out of character for it. I'd RMA it personally. If you're absolutely set on switching from AMD the 2060S is your other option at $400. It is slightly slower than the 5700XT but is still a good card, just not the best value.

since i don't play anything except CSGO and GTA V sometimes is the 1660 nvidia cards will be enough? i play on 144Hz and 1920x1080

For CS:GO, you'll be fine. As far as GTA:V or other AAA more graphic intense games, you'll probably have to turn some settings down to get close to 144fps, but I can't say for certain as I have no experience with the 1660 series. 1080p60 I'd say no problem. I'd watch some reviews to be sure. I wouldn't personally go lower than 2060S for high framerate, but just do your research and you should be fine.

Try and score a used GTX 1080 Ti, on sale RTX 2070 Super for $450 or bellow, or just try and get another 5700XT.  I have a Sapphire Pulse in a secondary system and I am really impressed.  $10 over the blower cooler style, but temps and noise are way better.  Coming from a RTX 2080 Ti the card only really struggles on demanding games like FC5 and Red Dead 2, but a lot of cards struggle on those titles.  Not a 4K card but a great 1080P and a good 2560x1440 and even can push 3440x1440 on a lot of games
