depends what cooling you got and depends on the cpu's silicon

What about the board?Can it handle 4ghz oc or not?

I really wouldn't advise it as their is no heatsink on your boards VRM.

3.4ghz base clock and if he had a better board he could do 4.0-4.1 that's a 20% gain

I think if you kept voltage at 1.25V and not a drop more and monitor your VRM temps(might be called system temps or something in hwmonitor). 

 

Try 3.8Ghz 1.25V please monitor your VRM temps
