Vega 56 or Vega 64 vs 1080 or 1080 ti

1070 is likely the easiest to find at under 200$ price point, and a genuinely good card for the money.  If you can find a 1080 for about 250-270$ then go for it but research seller to save you headaches, don't buy from somebody with a bunch of crap reviews or practically no reviews.  If you are getting it on ebay then almost everything should have a money back guarantee, LetGo and Facebook marketplace obviously can't offer or enforce this, your best bet if you used either of those is asking the seller to show you examples the card is working, ideally let you see it running in a working computer if they aren't too bothered, some people won't offer this but some are so eager to sell its fine to ask.  In general Ebay is easiest way to go due to the moneyback guarantee 

1080ti are way out of your budget, don't expect to find a good one in your 200-270$ price range.

used or new? cause only the vega 56 is still available new and newer gpu models have come out.

then go nvidia, amd had a bit of a shortage leading to less availability and higher prices on resell market. as for 1080 vs 1080 ti, that's up to you to decide whether you want more power but at added cost?

That's really vague... the 1080 Ti trashes all the others but is going to be the most expensive one... if prices don't matter obviously go for it.

sure, but they're bound to start increasing the availability of 10 series nvidia now that 20 has been out for a while and 10 was the leading architecture for 2-3 years.
