I would check and see why the voltage is not going up.

which driver? I'm on a different AIB card, PowerColor, but they all share similar instructions via the vBIOS (with difference of default fan curve settings etc) so mostly related to eachother rather then reference cards.  Recently had to go back to Radeon Adrenline Driver 19.9.2 since the newest driver "2020 edition" caused issues.  I'm waiting for hotpatch on newst driver as it had nice features, better UI, but not worth it if its crashing.

This is the driver i would recommend trying: https://www.amd.com/en/support/kb/release-notes/rn-rad-win-19-2-2
It is recommended you enter safe mode>minimal when changing drivers (whether updating or reverting) and use latest version of DDU to fully remove everything from previous drivers install properly after you have uninstalled it via Windows "Add Remove Programs"
https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Here is how to enter safe mode.

(with current version of Windows 10 just type msconfig in search, no need to use command, and use minimal, not networking like is shown here)
If need be run DDU a few times then go back into msconfig and disable safe boot.

I would also recommend disconnecting/disabling internet until you have new driver installed, windows will try to install its own drivers before you install your own, once you have installed driver you want feel free to reconnect to internet.  This likely won't cause issues if you don't do this, but is a bit prefered method as you are trying to install drivers on a completely "clean" system.

You mentioned its a new system so this might be your issue, that patch came out just over a week ago so likely you have it.
