So just now i have 

AMD Ryzen 5 3600 Processor (6C/12T, 35MB Cache, 4.2 GHz Max Boost)
MSI B450 TOMAHAWK MAX Motherboard 
RADEON R9 280X GAMING 3G
Corsair CMK8GX4M1D3000C16 Vengeance LPX 8 GB 
Intel 660p M.2 2280 512GB PCI Express 3.0 NVMe Internal Solid State Drive Rev:4.00 (OS DRIVE) (2019/08/09 sticker date) 
Corsair 550 Power Supply 
corsair stormtrooper case

Now the memory is at Corsair CMK8GX4M1D3000C16 Vengeance LPX 8 GB (1 x 8 GB) DDR4 3000 MHz C16 XMP 2.0 High Performance Desktop Memory Module, Black and I was thinking of upgrading this to HyperX HX432C16PB3K2/16 Predator DDR4 16 GB (Kit 2 x 8 GB), 3200 MHz CL16 DIMM XMP but before i do i wanted to ask whats the best Memory for AMD as I don't plan on overclocking anything. Would another 8gb CMK8GX4M1D3000C16  be good or should i buy  HyperX HX432C16PB3K2? Would like your advice as my system is not overclocked and I don't plan on doing that.

Why don't you just get another stick of what you already have?

To get another stick of what you already have. The difference between 3000 and 3200 won't be noticeable. Besides, it's cheaper.

The optimal choice would indeed be a 3600mhz kit with tight timings but you won't lose all that much getting another stick of the ram you have. The question really is are you upgrading to get more performance or just more ram space? Also, with ryzen master just setting the r5 3600 to an all core 4.2 with your infinity fabric at 1800 and 3600 mhz ram is a question of pressing 4 buttons and enjoying a decent chunk of extra performance. Overclocking is pretty easy on the 3600 and actually useful  compared to most other zen 2 chips where you barely get anything out of it, why wouldn't you do at least that much?

Because its not from overclocking you get the most. 

 

Its from custom timings and tweaking.

Kinda, not really. 3800mhz with custom timings is. 

 

3600mhz is just where IF stops clocking much higher. 

 

If you are not doing custom timings and tuning. Then 3200mhz cl16 is more than fine.

Not to mention a lot of 3000Mhz sticks can just be manually set to run at 3200Mhz and they'll do it fine. That's what I did with my 3000Mhz kits back on Zen+.
