Have you got any other demanding programs open in the background, or have you checked for potential malware? BF5 is a really CPU intensive game but 90% usage on a 9700K running at 5GHz seems a bit high.

Also, assuming you overclocked your GPU to get to 2070MHz, have you tried reverting back to default clocks?

BFV has this bug, currently is effected, where it throttles the shit out of the CPU even a decent one like yours, notice how the CPU is at 94% usage?  That hasn't been and isn't how the game should run even with a slower 6 core processor, but as of recently its become a problem again.  Running DX11 can help but it appears you are already doing that

Hardware Reviewers have been pretty ignorant to this, but they have noted "wow somehow the 16 core 3950x never has the issue where it can stutter even for a 9900k".... ya, the bug is that bad and sadly EA/DICE still hasn't fixed it.
