R5 2600 2060 Build vs R7 2700 590 Build?

My budget is about $650 to build a gaming/streaming PC and I was wondering if it would be smarter to go with an r7 590 build over an r5 2060 build, because I would be able to get 16gb vs 8gb and an extra 2 cores/4 threads. But, would going for RTX be worth it? Or would I get more overall performance from the extra 8gb of ram and a better processor?

I wouldn't go for 590 or 2060. Your choice should be between 580 and 1660 super. And you should get a slightly better motherboard.

Neither.

I'd look for a 1660 Super.  It has more performance than RX 590 and a better hardware encoder (nvEnc) for streaming. 2060 is expensive and you can't really use RTX and still have decent fps and you'll suffer with just 8 GB of memory.

If you're budget limited, I'd go for a cheaper case. Don't focus on a case just because it has 3 big fans in front or whatever - the video card and cpu don't make so much heat that you'd need so many fans.
