well thats an interesting thing. though the cpu getting hot would lead me to believe it actually is running at 100%

I'm not ready if I have to clean install windows. It will cost me alot of hassle.

well use the computer for a while with the cpu pegged to 100% and let me know how hassle free that is

I tested for gaming, and the CPU temps went up to 86C where before the issue occured it only maxed out at 72C. ?

I did what you said as I still didn't get the mood to reinstalling Windows and follow @Ehmc130 sugestion.

 

So I did 2 hours gaming session with already 100% CPU utilization, then I'm bored and heated by my PC exhaust (86C on CPU), I shut down my PC and left it to do some real life stuff.

 

And this, I just turned my PC back on, and found that the CPU utilization is at 10-15% now,

 

and I was like

Hasil gambar untuk seriously meme"
