As stated above pc is in a boot loop, i was watching leds on the motherboard and when it is trying to turn on it goes, CPU led turns on and off, VGA led turns on and off, sometimes pc shutsdown after the VGA led turns on, but more often then not PC shutsdown after BOOT led turns on, i just don't understand why DRAM led doesn't turn on, tried with 2 different sticks running at different speeds in different DIMM slots and still RAM led doesnt light up, does that suggest that motherboard is dead or both RAM sticks are faulty? 

 

 

CPU: Ryzen 5 2600

GPU: RX 570

PSU: Corsair VS450,450 W

Motherboard: MSI B450 Tomahawk

RAM: 1x Kingston value 2133 mhz, 1x G Skill Aegis 3000 Mhz

Just built? Check cables. Clear cmos./take out battery for 5 min. And try RAM sticks in 2nd slot (A2) one at the time.
