So i built my PC a few months ago. I never did anything with the fans other than just plug them in. How do you know if they are running when they shouldn't? are there settings to change when they run.

They pretty much run almost all the time. There are a few instances when the CPU cooler fan stops. But both the CPU cooler fan and the case fans pretty much run all the time?

Is this normal?

Completely normal. If the cpu fan stopping hasnt done anything bad, dont bother about it. You can control your fans (if the brand has software for that). For example if you are idling you could turn fan speed done for better accoustics etc.

And when  the pc is on, the fans should always pin all the time its on.

You can use many monitoring software to see how fan rpm changes. HWiNFO, HWMonitor and Afterburner being examples. If you need to adjust speeds or curves, you can either do it in BIOS or use mobos own software.

If the cpu fan stops, it means the fan signal is too low to get it keep the fan spinning. You can raise the minimum fan speed or the fan curve in the motherboard settings to keep the fan spinning. Some people get their fans to stop during low loads to minimize noise.
