I'm planning on building a NAS and i'm planning to start off with 4x8tb drives but because i don't have any spare components so i'm looking in buying a base system for my build off of Craigslist would this be a good base system?

edit: is it worth replacing the PSU and CPU cooler with something newer?

it's a little overboard for a system that won't see 1% of usage 99% of the time but yeah that'll work
