Does being logged-in to Steam drain battery life?

If it's updating or downloading games in the background, yes, it'll chew through a little extra power. Otherwise no, and I'm not sure how much it would even be using.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.
