Help With Internet + Port Forwarding

Hi, long story short I live on a military base. We have a high speed internet connection supplied to us (500mbps up and down) for free however it is very restricted and download servers from steam etc. are blocked. Not to mention that the connection requires you to login every time your device reconnects which, as you can imagine gets tiresome after a while.

As a result of this my and a few colleagues decided to invest in a 4g SIM card which costs £34 a month or around $43 USD, this includes unlimited non-throttled data so is perfect for our needs. The 4g signal is strong to our barracks so we get around 150mbps download and 25mbps upload. 

The only thing I am struggling with is to do with the way IP Addresses are allocated to a 4g network. Due to the way this works we have a private IP address from our ISP and there is no option for a public IP and a fixed IP either. 

We initially added a VPN to our router which gave us a fixed public IP address however we still have a problem. Because the server is managed by the VPN host we are unable to use any port forwarding which is a set back for things like remote desktop and our media server which we would like to be able to access anywhere with an internet connection.

Does anybody know of a way to move around this? We are effectively looking for a VPN that provides a permanent/static IP address and also gives the ability to port forward.

If anyone can help it would be greatly appreciated.

You may not have even needed a VPN. Most routers, including 4G hotspots, support Dynamic DNS. This will allow you to keep a fixed domain name no matter how many times your IP changes, as well as keep port forwarding.

Thank you for your help. I've tried using a DDNS however the IP address that the DDNS is recognizing is the one belonging to the ISP. My IP address is still a private address within the ISPs network; im pretty sure this is why i cant get RDP to work correctly.
