Have you tried verifying game files? 

As i needed to move like 25-30 games from my D drive in order to change it out (was 1x8tb and 1x4tb, now 2x8tb) i moved them to a hdd using Steam Library manager and now that i have the drive for games setup (the 4tb drive by itself as B drive) i moved the files back to it and now steam is not able to pick up them (i could redownload them but it will take a lot of time as some games are gta v, for honor, mordhau, arma 3) which are not small games. so is there a way to relocate the install location like you can in origin and blizzard?

you can relocate the install of each game by going to properties and then local files. you rightclick on the game to get up properties. 

 

at least thats how i remember doing some a while back.

at least thats how i remember doing some a while back. 

when i do that it still shows up as it being in the D drive, even though i have torn that drive down since (formatted, removed and added a drive, and recreated the array)

Go to steam -> settings -> downloads -> library folders and choose the new folder that your games are in. (or make one and put your games in)
