New PC? Did it work before? Specs? Monitor plugged into the right port (so not the motherboard, if you have a dedicated GPU)? Tried 1 memory stick in 1 memory slot? Have you checked if you are using the right memory slot? Have you tried resetting the CMOS? Have you tried waiting a couple minutes (like 2-3 minutes) to see if that made a difference? Does it turn off on its own?

It worked before 

memory is all good, how do you reset cmos and I got the bios to come up once but it won’t show up again and no it dosent shut off by itself

keep in mind this will reset the BIOS, which basically only means; you memory and CPU overclock settings will reset, possibly your boot order will reset and that's about it.

Since the DRAM light is on, I am almost suspecting this is a bad RAM OC. If this works: run a memtest on your PC. If this doesn't work: try either memory stick, one by one in slot A2 (that's the second slot, counting from the CPU socket side to the right).

I’ve done that but pc still won’t boot up

Also the memory thing? Because in that case I suspect the memory (or perhaps the slot) is dying/dead.

Do you have another PC/motherboard to test the memory with? Maybe a friend with a DDR4 board?
