Does Ram Speed Matter In a Quad Channel Setup

i have a 32 gb ram setup (8gbx4) and my memory speed derped down to 1400MHz for whatever reason but i havent noticed a performance diffrence so that made me think. is the ram speed the 4 sticks added up together or is the speed per stick?   all the memory sticks are  (4X) Crucial Ballistix Sport LT 2666 MHz DDR4 DRAM Desktop Gaming Memory Single 8GB CL16 BLS8G4D26BFSBK (Gray)

1866 is the lowest ive ever seen DDR4 run at at default. If its showing 1400, chances are the RAM is actually at 2800mhz which makes more sense than 1400.

yeah i'd sooner think it's running 2800 and displaying as 1400 becuase it's double data rate
