I was curious if the Sync All Cores option is considered overclocking in the UEFI BIOS on motherboards?  I’m lookin to get a non-K version of Intel, but i’m not positive if it would still require a Z motherboard to achieve

depends on whether you exceeded the all-core turbo set by Intel or not. You are giving up further frequency headroom when less cores are used though

I think the Sync All Cores feature requires a Z series motherboard and a multiplier unlocked K series CPU.  I have a Z series Asus desktop board with a 7th Gen non K CPU.  The bios has a Sync All Cores feature but it does not do anything with this CPU.  Before buying anything, make sure you see some screenshots with the CPU loaded that prove that this works.

 

Sync All Cores is overclocking.  When this works, you are running the CPU beyond its Intel default specs.

Achieve an All Core Sync.  I'm not looking to go past the maximum frequency, but up to it.

I'd just leave it with stock multipliers then, it will in theory be faster
