Hi,

my GPU Usage is often under 70% in many games i played the last months.

Like you can see here in Outer Worlds: 

On the other side there are games like GR Breakpoint which are able to use it pretty good:

 

So is that really only a game thing? Or is it my hardware. I always thought my small COOLERMASTER G650M would be enough. If there wouldnt be enough power the pc would turn off or not?

 

My PC Specs:

- GAINWARD  RTX 2080ti Phoenix 11G @ Stockclocks

- i7 9900k at 4,7Ghz

- 16 GB DDR4 3200Mhz Ripjawn V

- MSI MPG Z390 Gaming Plus

-  COOLERMASTER G650M

- 3 120mm coolers

- Dark Rock Pro 3 CPU cooler

 

Got 2 1440p Monitors (1 at 60hz and the other at 144 with freesych(fullgsync compatiblility))

 

Already did the most common things link turning vsync off and setting all the powermanagment things to max.

Gtx 2080ti is extremely powerful GPU and it's normal to be cpu bound on some titles even with a 9900k at 1440p...turn up graphics settings to max and enjoy your games

Well but his cpu is at 30% so i would say its the game which isnt very well optimized.

yes, of course the cause for the CPU bound issue isn't the CPU itself, it's how the game engine is coded

I had this issue with some games the last month. I wasnt sure if it was my hardware or bad optimized games that came out tha last weeks. My GPU usage is often unter 60% usage in some games while the fps is not as high as i would like to have it.

i've seen my cpu usage spike in outer worlds above 70% on a 9900k on 98hz, or 85%+ on 120hz (some cores are surely hitting 100%), it's either a game engine issue or a flat-out cpu bottleneck, if it's a bottleneck then not much can be done.

I have experienced the same. In my case, i especially can name Oxygen not Included. Dropping below 30 FPS in the temperature overlay (which is a game function, don't get confused ;) ) or  generally not pushing 60 FPS when the base gets really big. CPu and GPU are literally sleeping even then.
