One GPU Fan freaks out with fixed fan speed.

Hi.
English is not my main language but i try to explain what my problem is.

i have a Zotac 2080 Ti AMP Extreme.

The Card has 3 Fans and 2 different controls/measuring points for them.

in Firestorm i can make a fancurve for Fan 1 and Fan 2 (which seems to be Fan 1 = first 2 fans, Fan 2 = Last fan.)

the thing is.  Lets say i lock the fanspeed in Afterburner or Firestorm or whatever to exactly 60% (from 0-100°C) and the card is IN IDLE! "Both" Fans are at the exact RPM for a Hundred years non stop.
if the GPU is actually under load and i lock the fan speed to exactly 60% the second fan freaks out and drops every few seconds like the controller would die. (see the screenshot.)

it happens exactly at the moment when i open a 3D application like a game.. even i am just in the menu and the card has 50°C.

the problem is existant even after reinstalling windows or using the GPU in another PC.. it's just like the card itself runs. not a software issue on my PC.

is the Card broken?
is that normal?
anybody with the same problem?
