Its nothing special. Plex + what ever streaming device you have, can pretty much do this already. Plex handles the local TV content, such as OTA content and can do DVR duties. Then you use the streaming device to access what ever streaming services you want to use. 

 

Best part of Plex is that its network based, meaning any streaming device in your home that has the Plex app can have access to the server. Instead of buying a probably expensive ass box for each TV. You can get a fire stick for like $40 and it can access Plex and all your other streaming options.
