Does RAM height limitation in a case be determined by CPU cooler height ?

I was wondering if 43.5mm height Team T Force Dark Z memory will fit in a Velka 5 with 48mm CPU cooler clearance on an MSI B450-I ITX mobo(using a Noctua NH-L9i on a R5 3600 - which doesn't come above the ram so)

^^^ Ye. Ram clearance matters on wider coolers that reach over the RAM slots. The NH-L9i doesn't, you could put 3 foot tall heatspreaders on your DIMMs if you wanted to and it wouldn't care.

The exception is small form factor cases where the HDD bays will sometimes overhang the RAM slots, but then usually that's an even bigger impact on the cooler to begin with.

I think OP means interference between RAM and the case, not RAM and CPU cooler...

 

If you know the specified height of your cpu cooler and measure the difference between cpu cooler and ram when both installed on your motherboard you should get a pretty good indication what your ram height is and if it will work in that case.

Yess

I didn't see earlier, Velka 5 lists RAM height compatibility too. It's 58mm. So yeah, works.

If I were to go with the Velka 3, then I would have needed to have a ram height that doesn't exceed the cooler height because it's smack on the side cover. Like in the recent LTT video only. He used 34cm (?) Vengeance lpx ram sticks

Manufacturer websites should list any limiting factors if you're questioning other units as well. 

Corsair vengeance is a flat surface spreader if you need RAM that doesn't arch up.
