Upgrading PC looking for advice

Looking to upgrade my 7 year old PC and lost in all the choices

 

1. Budget & Location

 

400-600 at max

location Canada

Will order all parts off amazon since I have prime

 

2. Aim

 

Looking to stream and play new games such as RDR2, Apex Legends etc

 

3. Monitors

 

I do need to upgrade from my current one but it serves its purpose so I plan on waiting until another time to upgrade unless I find a good deal

current is 1440 by 900 Lg dont remember the actual name of the monitor as I got it second hand.

 

4. Peripherals

 

My current mouse, keyboard etc work fine and I dont need to upgrade.

Will use my current windows 10 license so no need to buy another.

 

Why are you upgrading?

 

I have upgraded nearly everything else in my PC but the last bottleneck is my old AMD A8-6500 CPU and as its 7 years old its really time to upgrade

AMD A8-6500 APU with Radeon(tm) HD Graphics

Acer AAHD3-VC MB

NVIDIA GeForce GTX 1060 6GB OC edition

8.0 GB DDR3 Ram

1TB HDD

2 512gb samsung SSDs

Corsair Carbide 275r case

EVGA 650w non modular PSU

3 120 red fans

1 140 fan

1 stock CPU cooler

I plan on reusing everything else in my PC so I can just focus on getting a new MB ram and CPU.

 

Extra Info

 

I do have some ideas on what to go with for my PC as I asked a few friends 

They recommended a i5-8400, i5-9400f or a Ryzen 5 3600

I dont really care for brand I just want the to pick whichever will work the best for the price and last me a few years

With the B450 i know they dont support the 3600 out of the box

can this motherboard flash bios without a cpu?
