Probably just some left over solder flux from manufacturing.

Ram manufacturer: Elpida

Strange white dusty stuff on old ram from an unused laptop, I don't know what I'm about to say but it looks like the solder turned into the white dust like stuff and is reduced. I tried to clean it with alcohol and cotton buds but that is the best result I got, is it repairable?
