Yes, but I would expect it to increase it more than it should. Thats why nobody ever uses auto voltage, especially when overclocking.

Oh okay. Im kinda new to this. Is setting an offset the best idea since i dont know how much the voltage will go up?

Yeah, that's bad. Manually set it to 1.35v or 1.375v hard locked if you have a decent aftermarket cooler. (any decent aftermarket cooler will handle the slight increase in heat quite well) If you're using the stock cooler, then I can't help you. If you have a GAMMAXX 400 (aftermarket cooler) or better, you can probably get to 1575MHz or even 1625MHz on the Vega 11, depending on the quality of the chip. (at 1625MHz with 3200MHz RAM with 16-18-18-38 timings, it's exactly 1/5th the performance of a stock Vega 56)
