This is what's called an artificial load, you use it to test a power source in place of the real thing it will be powering. It looks like it's an AC load as you can change it from Y to Delta configuration (three phase power).

 

Generally these are used to test the power source's efficiency under lots of different conditions or its safety feature if it does any kind of voltage or current limiting. Let's say you wanted to test a power source for a wide range of motors, you could configure this device to appear like several different powered motors for testing.
