Windows sandbox not starting

I have windows 1903 and Windows sandbox refuses to do anything but stay at the splash screen when I open it. I have virtualization enabled and Hyper-v enabled, and Windows is completely up to date. The weird thing is when I go into the task manager, windows sandbox sits constantly a 0% cpu usage. WTF is up with this?
