Not running windows actually....running Linux software would take a pretty reasonable amount off it. Beyond that doing something like a clean reinstall of windows has made a noticeable improvement for me before.

None.

 

Look at background processes in task manager and make decisions based on whats running. If you think windows is causing the problems and that it may be too hefty for the system, you can run a lightweight version of linux which should speed it up some.

 

Does the system have a hard drive or SSD?

Replace the hard drive with an SSD, look at the Team 3D models for cheaper options.

Do a clean install.

The only other 'more optimized' thing is to use linux.

Yeah that would work. It won't take up too much space, and if you get an SSD you would have no problem shutting down and swapping between OS's.
