i agree with d0nut, and if you need a 27" one find the cheapest one that offers the same specs stated above 

though if you decide you want to spend a bit more money, i got an acer predator xb240h on a good sale (i think it was around $250ish au when I got it, looking online now they sit about $350 au for the 240h and $450 for the xb241h and I was honestly blown away by the colour differece between it and my 60hz monitors I was running beforehand)

xl2411p is quite an old monitor but it is very popular for esports, afaik it's quite proven to be good for the price. i watched a bunch of reviews and although no freesync is a downside, they did not mention screentearing or stuttering as issues.

 

if you really want adaptive sync then the acer kg271 shoud be a good option, though it is 27"(which means that the picture you see on the monitor may be a little blurry because of a lower pixel-per-inch)

If there is no screen tearing or stuttering issues then it is a good option it is around 250usd(18000inr)

But I can afford upto 350usd(25000inr)

Another two monitors having adaptive sync Viewsonic xg2401(270usd) and lg 24gm79g (300usd)

if i were you i'd save the extra 7000inr and spend it on something else

Better get the Zowie XL2411P is the best option. It's truly and old monitor but you can easily play 1080p games at 144Hz. i think its uses VA panel (might not be true) but it is the budget friendly monitor for competitive gaming like CSGO, Overwatch and FPS shooters.

Screen tearing will appear when there are too many frames than the monitor can refresh. My monitor for example is 60Hz and if fps goes above 60, I'll get screen tearing.
