CPU is not reaching maximum turbo

OLU

i recently built an itx with 8086k, but the cpu frequency never reach 5.0 GHZ and most of the time it is at 4.5 GHZ, when it's working the cooler is blowing cold air out instead of hot air, the case is hot but the cooler is just not blowing hot air, i'm sure it is not thermalpaste's problem cuz i used arctic silver AS-5 9 dot. also just wondering, how to overclock the cpu graphics card and ram, because i got overclockable ram motherboard and graphics card.

Go look up how turbo boost works.

5GHz is not on all cores.

If all cores are in use it's only 4.5.

4000 is only when you enable XMP.

you have to change your Heat sink.IF you are using Stock.Because Stock is made of mostly Silver which does not conduct  the heat as fast Copper can or Gold plated can.IF you notice that Your fan or cooler throwing cool air and Metal of heat sink is heated more then 75C then you have to change your Stock heat sink / coolar.

Lol I wish any heatsink was made of silver. That’s some good Troy oz prices right there. I’ll buy every hyper 212 right now!

Whatever cooler you have is not good enough for that CPU. I'd say go with a AIO 240/280/360 watercooler if you'd like to bring all cores speed up a  notch. Also you need to turn on XPM (xtreme memory profile) on the bios for the advertised RAM speed (it's the same as overclocking with a button).

wut? thought silver is the best heat conductor in the world, i have copper heat sink

That can be a setup that company who made the laptop did before shipping it. At stock, the advertised speed works only for the main core.

I don't think the hyper 212 evo will be enough if you want to overclock. The 8700k runs hot.

the laptop core was stable at max turbo until temperature get higher, but the desktop's cpu frequency is going from 400mhz to 4300mhz, whi8ch made me comfused because it never get higher than 4566mhz, and the spec of this cpu has max turbo 5.0ghz, the cpu is not very hot, but it still did not overclock, i increased cpu voltage to 1.25 and still, it didn't overclock and not even hot, why is that? i heard cpu with K at the end will automatically overclock when they have higher voltage, enough power and at low temperature.

Do you have CPUZ installed? Please post some Snips of CPUZ for us to better determine your performance issue. CPUZ has a tab labeled "Memory" and if you open Windows Snipping tool, highlight the memory tab, save the file, drag and drop onto forum for us to view. Thanks.

Ryzen CPUs will overclock if there's headroom for it, not Intel. With Intel CPUs you got to at least click auto-overclock in the BIOS, unless, once more, the motherboard has a "feature" that does it for you. My mobo does, but it's not stablel, and I have a 360 rad on the CPU alone (9900k), so I overclock it manually. Manual is always better. Always. A.L.W.A.Y.S.

Cryorig C7 CU right?

it's low 115w TDP, low profile cooler.

it might be okay for stock, if that. 8086k is a hot chip.

you want to run that cooler on that chip and get an OC or expect good temps, you're gonna need to delid.
