GPU static? interference?

So ive noticed my GPU is making a static / buzzing while underload. doesn't sound like a 'whine' more like interference

Hows your airflow?

I think it is coil whine, sounds different than coil whine I've heard before, this is more of a static sound then a whine or squeal, but it follows the other symptoms of coil whine
