Is there a program to control android volume and skip tracks from windows?

Over LAN you can use UPnP suitable software. I don't remember if you need server to run on device you want volume control on or not. There might be way to use BT for direct control, like with external speakers. But I'm not aware of any.

Usually that works opposite way - Android controls music player on pc. I never heard of anyone who have pc at home and listen music from phone so it may be not easy to find that type of software. Of course you can control your phone from pc, but whole phone, not just few functions.
