The Ultra wide is just relatively cheap if you're in the US, and gives you better visuals for certain games like racing games, or just has more pixels in general if the game supports ultra wides.

Yes im in the US

If you play a lot of fast paced games the 240hz display is going to be the most useful, but whether some of those games will actually run at 200+fps is a different story, more than likely you're only able to hit 100-150fps with that CPU, and game engine limitations.

Something like CS:GO is going to run at 300fps without an issue for example.

I'd wait for Ryzen 4000, and then see what kind of memory it supports, Ryzen 3000 can already scale with up to 3600mhz RAM

Otherwise I'd save up a bit more and get this 120hz ultra wide, because if a game supports it well, it's great, and if not, then you can just run games in 16:9 and it's still a 120hz display. Or if you watch a lot of movies the ultra wide is likely worth it.

What video card will he be using it with ?  Sorta makes are job hard when we have to guess what you have and what yoru expectations are.

Well CS:GO does 300fps on a powerful computer not something that came out when CS:GO came out.  144fps and above at all times is all you need.
