(Slightly) higher temps after thermal paste re-application?

I recently acquired a new computer and as part of my usual new-computer routine I replaced the thermal paste. Before replacing it, temperatures after a 20 minute stress-test were 83-86 degrees, but after the re-pasting with the same test, I was getting readings as high as 90. It's not a big difference, but I'm not comfortable with such high temperatures on my CPU (that's part of the reason I re-applied the paste). I went into the BIOS of the computer to see if there was any option to adjust the fan-curve, the computer is very quiet even under load, so I though it would be fine to ramp the fans up a little more. Unfortunately, like many older business computers, this one has a very basic BIOS and the only thermal-related option I found said something about the fan at idle.

The CPU is an i5-4570.

What cooler (and what paste did you use as well)? Mounting pressure may have been different.

Fans are designed to run at 100% rpm so raising the fan speed shouldn't be an issue. 

As mentioned, the cooler might not be properly mounted. What cpu and cooler are you using?

Have you tried reseating the cooler?

It's generic pre-built business computer, so I don't know the exact cooler, but it was a fairly basic upright fin, dual heat-pipe cooler with what looked like a ~60mm CoolerMaster fan on the front. I don't think I changed anything about the cooler or how it went on so I don't how the mounting pressure could have been different. The model of the computer is HP EliteDesk 800 G1.

Hey WoodenMarker do you think the cooler is utter junk possibly assuming what you said and he reseated it firmly.  I wouldn't be running stress tests on that computer my friend.

Does the cooler use screws like this?

If so, make sure that the cooler is gradually and evenly tightened down in an X-pattern instead of one side before the other. Also, tighten it fully. An uneven mount can easily result in bad cooling.

If it's like the cooler I linked above, it's certainly not junk. 

Stress tests are fine. The cpu would shut down if it gets too hot.

That's even better. The 4570 is easy to cool and the cooler is most certainly mounted incorrectly the temps are correct. Try reseating it and making sure it's fully and evenly tightened. 

The fan is plugged in and spinning, right?

After re-seating the cooler (and replacing the thermal compound, just for good measure) and making sure the fan was all good, I tested it and got temps of around 80-84; not as good as I'd like, but better than it was before.
