I would go Ryzen 3700x over i7 9700k for the money.

Not an option. AMD goes really bad here. The stock and variety of hardware here is very poor. And I can afford my self Intel CPU

then dont upgrade the CPU or board, no need for that. You wont be getting CPU bottleneck anytime soon.

"Then don't upgrade the CPU or board, no need for that. " - I am doing that, cause I am building my Mother a PC. And instead of buying a Cheap Pc. that will cost  around 2000 ILS  and for me to upgrade will just cost extra 1500 ILS. SO yeah, better to upgrade now this parts. Don't you agree?

because you upgrade the CPU as it holds the GPU back? It doesn't with the 1070, so get something faster in the PCIe slot first before thinking about the CPU.

Well I am sure I will gain at least something from this update.

Even if not now, in future I will have the upgrade worth something in performance. 

Like I said, I will waste 2k any way, why not use 3.5k to get some upgrade for my self? Or maybe I don't see what you see.

 

If I build a new PC for Mother it would be something like this:

Intel Core i5 8400 2.8Ghz 9MB Cache s1151v2  which is has almost same score as i7-4790k

Corsair 450W 80+ Bronze CX450

Arctic Freezer 34 eSports Green  or    Noctua NH-D15

Asus PRIME B365M-A LGA1151v2, Intel B365   or   Asus ROG STRIX B360-I GAMING LGA1151v2, Intel B360

Samsung evo860 250GB Which no need to buy. 

Case Still debating. 

All Of that is about 2k . 

 

And if I ugrade for my self only:

Asus ROG STRIX Z390-H GAMING LGA1151v2, Intel Z390, DDR4

Intel Core i7 9700K 3.6Ghz 12MB Cache s1151v2

HyperX FURY Black 2x8GB DDR4 3200MHz CL15 Kit  still thinking get only 16 for now, or 32

why such an expensive and fast processor for a paperwork machine in the first place?

Heck if you worsen the heatsinks to Z390-P level even the 9600k will have problems overvolting without the board shutting down due to overheating issues. You can slap a fan onto the board for cooling, but because there's a big I/O cover and air cooler on top (assume you'll reuse the NH-D15) it's not possible.

3200 CL16 and 3000 CL15 pretty much do the same with similar if not lower cost.

 

Dont know what prices look like in your region but from what you can buy for 2k and 3.5k, I'd say 1k is more than enough for the mommy build, but

Last year I got my dad an hp office refurbished PC for $169 + $20 SSD

I5-3570

8GB RAM

500GB HDD

Windows 10

 

120gb SSD for os = super fast for anything a 70 year old could be a PC for under $200

9700k will do all your gaming needs for at least 5 years, but the problem is you paired it with a terrible board.

it cant deliver enough current to the 9700k without overheating when you overclock, hence only good for memory overclocking (i.e. 2666MHz+ memory frequency, including XMP profiles). It might have the Strix name but it's just a reskin of the Z390-P, as the worst bunch of Z390 boards. Gigabyte and MSI dont even make Z390 boards this bad, not even their cheapest one.

 

It would be great if you spend nearly as much as you did on the Maximus VII Hero for the Z390 board, but even if you dont or you bought it used, at least spend 50% more on top of the Z390-H if you even stick with Asus.

I mean we have a tier list in this forum, gives you a decent idea of how much overclocking ability/VRM quality motherboards have
