Unless you are using a 1440p or 4K native monitor the 2080ti wouldn't really be worth it over the 2080 Super. If you're just playing at 1080p 144hz the 2080 Super is more than enough. And as @dizmo stated unless you are down-scaling your monitor to 1080p from 1440p it doesn't work like that.
