Permanent Skyrim menu sounds in Windows

Does it continue while your PC is off or in the BIOS? Or only while in Windows?

Hey all,
so, I fired up Skyrim Special Edition. I went into the "add-ons" tab, and then couldn't get out of it. No big deal, I just Alt-F4'd out of it. 
Now whenever I move my mouse on the right of my screen, I can hear the sound of the cursor moving over menu items in Skyrim. I've started and quit Skyrim since, I've restarted Windows twice (once through the menu and one hard reset). There's no process in task manager. There's nothing in the volume mixer. 
What can I do? 

 

EDIT: uninstalled Skyrim, still there.

 

EDIT: so, turns out that a braided mouse cable scraping across a heat sink (that you have on your desk for some reason) sounds a LOT like Skyrim menu sounds...

It does!

Because I'm apparently an idiot. I put an old CPU heat sink on my table and my mouse cord dragged across it. It sounded so much like the menu sounds...

probably because it made that same sound when I was in the menu, because the cord was dragging then, too. Derp.
