i have two gtx 770 and one is a 2 gigabit edition and the other is a 4 gigabit edition and i have heard that it is posible to down clock the 4 gigabit edition to enable it to SLI with the other one. my question is how do i do this 

not meaning to sound like a dick, just correcting you, but gigabit is not the same as gigabyte at all.1 byte = 8 bits. This is why with your internet, when they advertise 10mbps, you only get a max of 1.25 megabytes per second when downloading something. when capitalized such as MB, it's talking about bytes, and when it's small case such as mb, it's talking about bits.

when i play sky rim it only goes after the higher clocked one and the other one just stays idle how i make it so it goes after both of them

make a custom profile for skyrim in the Nvidia driver suite and enable SLI. 

 

did you just buy one of your cards? I would advise returning whichever you bought last and buying the same size VRAM card because either way you went, it's pretty wasteful.

The other one will go idle if sli is not needed.

OMG thanks for clearing that up.  :)  finally I understand wHYou my 17 mbps  is only like 1mb per sec.
