Cheap monitors that rotate vertically?

So as the title suggests, i want to add a second monitor to my setup. I have literally no requirements except it being 1080p 16:9, being able to rotate, and being relatively cheap ~$100. So far, all i've found have been $250+ monitors from a few years ago. Does anyone still make rotating monitors? Or should i buy a cheap 1080p monitor and buy a vesa mount for it?

But if you can find used monitors from businesses/schools, then they might also have rotatable screens.
