Random DLL files?

Hey, installed windows a few days ago and noticed all of these random files on my C drive, is it safe to delete them? (all the files that aren't inside a folder)

I installed windows on an SSD that already had a windows install on it, i just overwrote it if that makes a difference (already deleted the windows.old folder)

Visual C installer files, its safe to delete them.

What about the rest of the files that aren't the folders? the eula's, txt's, ini's, etc. Are they also safe to delete?
