A decent 240/280mm AIO cooler will do the trick. However, if you're planning on primarily gaming. There is little point in manually setting all cores to a specific frequency, as it will prevent the CPU from automatically clocking a single core any higher. In essence, if you set all cores to 4.0GHZ, the CPU cannot automatically set 1 cores to the maximum 4.4GHZ should the specific workload require this. Essentially, you could overclock yourself out of performance.
