My 1070ti during gaming without OC is usually 50-60C

Wow, well the temps shouldn't be that high I don't think.

I haven't used a 2080ti so I'm not sure how it should perform.

Yea I don't know what could be the issue. Are the fans on your GPU spinning? (I know its dumb but that's all I can think of).

2080 tis are hot. 

 

Have you turned up the power limit? That can create a silly amount of heat.

 

I have old Cooler Master cases that use several 200mm fans and have ventilation in the side panels instead of glass and my EVGA XC(2 fan) runs at 75c under load with the power limit at 100% and 82c with the power limit at 130%. With the power limit at 130% and a very slight overclock it is at 84c under load. It is also crazy loud.

 

My 3 fan, 3 slot FTW Ultra runs 10c cooler than the XC.  It is 74c under load and can maintain 2070mhz. So I had to pay a $300 premium to get a 2080 ti that has "normal" temperatures.
