No that is not normal, as this is a monoblock make sure the correct thickness of thermal pads for the VRM are in the correct location they are not the same thickness and stand offs are used on the bottom of the mounting block. Any kind of interference such as using the wrong thickness of pads will prevent proper mounting.

Yeah I had the pads and washers right. I'm guessing it was just not tight enough. I'll have to bench test it in a few hours and see If the thermals get any better.

What was the thermal paste? I think in some of the LTX videos Der8auer talked about pump-out effect on high performance, wet thermal paste.

Yeah its EK Ectotherm, I don't know if the pump out effect is the issue, the mounting, or just the fusion reactor of an i9 being hot regardless. 40c idle 100c+ full load. Won't be able to get it running tonight so I guess I'll have to finish up later. Did an led mod to the water block after cleaning it. It was pretty clean inside.

To my eyes I think you had good metal-to-metal contact down the center of the CPU IHS and the waterblock and a evenly distributed spread on either side. This to me indicates that the pressure is okay, but simply your IHS isn't very flat.
