Low Ethernet bandwidth on home server

This has been an ongoing issue since I set it up

My media server maxes about at ~400 megabits

 

I can't figure out if it's a hardware problem or an OS issue. I get full speed on all my other machines.

 

It's an older Acer prebuilt

 

Fm1 based AMD

A4-2400

4gb ram

1tb Seagate drive

 

System specs:

4790k

GTX 1050

16GB DDR3

Samsung evo SSD

a few HDD's

I'm using a local file transfer

 

Looks like the transfer is using a single core and it's maxed out. The rest are near idle.
