It's normal it IS an old card

Rx570 is very old in PC terms.   It'll struggle.  Have him save up for a modern upgrade.

its i5 6500 16gigs of ram and rx 570 resolution is 1080p but he has connected it in tv

Uninstall the old Nvidia drivers and do a clean reinstall of the AMD graphics drivers.

 

Also, keep in mind that the i5 6500 is not that great anymore by today's standards and may become a bottleneck if fartnite has been updating for the more modern stuff. Some rumors I have heard is that game does not perform as well anymore like it did in the past.

RX570 is a large proportional jump in performance compared to the 750Ti. Getting the same framerate suggests one or more of the following:

  • Performance bottlenecked by CPU
  • Supplemental power connector (6 or 8 pin) for the RX570 was not hooked up to the power supply. The 750Ti does not require this due to lower power consumption
  • Power supply incapable of fully powering the RX570
  • The RX570 he got is not actually an RX570
