Someone who is a hacker, and someone who wants money.  Someone who obviously knows the latest viruses and the eco system, someone who knows how to code/program well and someone who keeps track with antivirus databases, someone who has made ransomware before because they must know that encryption is the only way, and someone who has acess to these encryption methods and knows how to decrypt them.
