Getting Low FPS, Low GPU & CPU Usage

For a while now I've been experiencing low GPU and CPU usage in all of the games I have played. I have tried many solutions that had worked for others but they never work for me.

 

SPECS:

asus b250m-c

i7 7700

gtx 1070ti

8gb ddr4 ram

2 ssds

windows 10

*my temps are fine, i have a hyper 212 for my cpu*

 

I feel that my motherboard is causing the problem since I have tried literally everything in windows and a couple of things in my bios.

Please just give me any solution possible. This has been so annoying to deal with, I have a ss of my typical performance in games (OBS brought fps down a bit, usage stayed the same)

That 20-30% gpu and cpu usage is usually what i get throughout all my games.

 

Id like every suggestion possible pls ❤️

Is that one stick of RAM? because this is the performance I would expect for Single Channel, but if not then it's weird

Actually it's weird for CSGO to get only 80 FPS regardless of which channel mode, i am confused

i think obs was making the fps fluctuate and also lowered it a bit. its usually around 100-130

yea single-channel, upgrading to 16gb dual-channel soon

100-130 is still weird, Download CPU-Z and provide a screenshot of the Memory Tab
