PCIE USB plugin?

That's a usb 3.1 gen 2 (10gbps) connector ... it goes into a header on motherboard, or on a separate usb controller card

 

There's kinda few adapter/controller cards with that connector, here's one for 50$ : https://www.amazon.com/SilverStone-Technology-Internal-Connector-Type-C/dp/B07R2MH4KV/

Assuming it's not a Thunderbolt port, it should just plug into a USB 3 header on your motherboard. If it's Thunderbolt, you need a special header (iirc). If it's USB 3 but you don't have a USB 3 header, you can buy an adapter for a USB 2 header.

if the case connector looks like this

i havent found yet a pci express card that has both usb 3 and that header, in fact i havent found any card with that header

 

all the card i find are usb 3 with the old blue enormous 19 pin connector like this one

type c is a special header, because for propper compatibility you cant just wire it into a 3.0 controller. (it may work.. it may just not)

 

on topic: yes, there's cards that exist for this purpose if you look around enough, no, i wouldnt bother.

Are you blind or are you having problems seeing the picture?

You plug your cable in that header ....

The SATA power cable may be optional or not. The reason for that is because in theory USB 3.1 gen 2 can give devices a minimum of 15 watts, but a pci-e card that's x1 or less than x4 (the card above is x2) is not allowed to take more than 10w from the slot. pci-e x4 cards can take up to 25w. 

In real world, the motherboard can probably deliver even 50w through the slot, and it doesn't actually check how much the card consumes, so the adapter card will probably work just fine without a sata power connector, if it was designed to take power from either source (slot or sata connector)
